This error code usually occurs when BITS service is missing.
Download the registry file from here : http://www.techsupportall.com/background-intelligent-transfer-service-is-missing/
Navigate to %WinDir%\inf in Explorer (which is usually C:\Windows\Inf) and search for qmgr.inf. Right click and select Install. If qmgr.dll is in %WinDir%\System32 then you can potentially point to that file. Let the install finish. At this point the service name is again Background Intell... not @%SystemRoot%..., but it won't work yet.
Now open a Command Prompt, cd into %WinDir%\System32 and run regsvr32 qmgr.dll. A pop-up should tell you that the operation was successful.
Now you should be able to start BITS from Services.
